The filename must be japanese and your computer doesnt support it... I had this problem before but for the life of me I can't remember how I fixed it. :(
Try extracting it in different ways... dragging and dropping, using the extract wizard... Hell even a different program for it.

Probably because the filename is in Japanese and your windows is not set to local Japanese. Try to rename the file within the RAR using Winrar using english characters to see if that works.

Or a temporary solution is to go to regional settings in control panel and change your localization region to Japanese (if you need to install east asian language support, do so) and then reboot so that you can view the file name correctly and it should extract. Then change the filename to english characters and you can change your localization back to english.

Got it! All this trouble and the compression only saved a single megabyte out of 455.

Though, since it is 455 megabytes, it's too big for RS. Hold on while I learn how to seed torrent.

For those wondering how I ended up getting the file out of the rar, I double-clicked it, which gave the same error but nonetheless opened it in WMP, from which I used Save As to extract the file. Why? I have no idea.
