When I was 19, it was tough to meet girls, because they're very cliquey at that age. College friendships for females are designed to cockblock, because they're dealing with the effects of abstinence education, religious dogma & other bullshit that dictates they not fuck someone when they want to, but rather after an appropriate amount of "get to know you" time. Things will change once you hit 22/23/graduate. With luck you'll get a job, live on your own, and meet others in a similar situation; friendships will be much more loose; people are expected to know their comfort zone, and if you want to go home with someone, no one's going to stop you unless you're dangerously drunk or there's a reasonable moral incentive not to.
At any rate, you're extremely young, and none of my earlier advice is really relevant until the people you meet are out of the whole "sex is dirty/bad/gross/immoral" phase. You & those around you have *lots* of growing to do before casual sex is something that can realistically happen/be commonplace.
Don't worry; if you so choose, you can *easily* get 15 years' worth of casual sexual encounters under your belt before it starts getting sad.
TL;DR relax. Don't worry about the sex; it will come. Girls aren't ready to accept the fact that sex is "just sex" at your age, so just learn how to talk to girls, maybe date a few, and make sure you are single & prepared to take full advantage of your mid-20s, because those are the best sexual exploration years for the *vast* majority of men. Whatever you do, DON'T meet your soul mate in college, unless you have no interest in racking up notches on your bedpost.
