the article seems about additional stuff for the MP7A1. most of it on that page is about the SMPG (Sicherheitsmanöverpatronengerät). the SMPG seems to be a sort of BFA (blank firing attachment), except you can fire live ammunition with it. it's supposed to "catch" up to 3 rounds. it's not primarily for live ammo, but a regular BFA - article gives background to it by explaining that in Sweden, there were several accidents (using the AK4/G3) where recruits accidentally loaded live ammo instead of blanks, and people got shot. having the BFA capable of catching live ammo is a safety measure against this.
in addition to that there's apparently a special "blank magazine" available which, by reducing allowed length of cartridge with a liner, only allows blanks to be loaded (plus max two live ammo rounds, at the feed lips i guess).
