I'd say most people go out atleast once or twice a week, often more, but this depends on money and on schoolwork. For instance, people studying easy stuff, like philosophy, will have a tendency to go out more then people doing engineering degrees, but it's also really dependant on the people you befriend.
Living is good. You will probably get somewhere to live through the school(?). Those places usually have an ok standard, and their prices are very low compared to if you want to rent privately. I have no idea about the amount of money you guys get, but if you go live in a studentappartment, you should have plenty of money for food and alcohol, but a tip is to bring lots of alcohol from Germany:)
About learning Norwegian....do you have to attend Norwegian classes? Cause I knew some germans who came to Bergen a few years ago, and had to take Norwegian courses, and after like half a year they could speak! They also insisted we didnt speak english too them, but only Norwegian, which I think is smart if you really wanna learn the language. It isnt necessary though, you will do fine with english.
