Comedic elements like these are funny because you're trying to portray a very absurd situation in a very serious manner; think about The Mighty Boosh, if you will, and how despite the silliness, improbable or downright impossible fantastical elements the characters encounter (a fish-man with a vagina, a man with a head of cheese, a bear that hates Drum&Base), all the characters take them at face value and act as if nothing's wrong with them, paying them no more special attention than anything else. The irony the viewer is feeling, which is what makes him laugh, is the extreme contradiction between the absurd elements and the nonchalant behavior of the seemingly-normal world around them.

A customer that does his best to finish his shopping while terrorists are moving around shooting people, so much so that he has to resort to stealthing around by hiding behind foodstuffs, creating distractions with items not normally associated with action scenarios, apparently taking it all in stride, is an ironic scenario. Add weapons and combat that aren't out of place in a life or death situation and suddenly it's not absurd anymore.

Don't add combat. Don't add weapons, improvised or other. Don't add whacky over-the-top humor. Pretend you're that ordinary guy, who's determined to finish buying eggs and cheese and milk (and pay for them!) in spite of gun-crazed terrorists roaming around looking to kill, and you'll be on the right track.

Why do people keep saying this? It's like you guys have never played SC, MGS, or SH at all.

Weapons are fine (and more realistic) and can still create a sense of tension as long as you make them sufficiently scarce or difficult to use (ie. they are unwieldy or easily alert guards).

Home alone style antics and silliness, laugh track optional, a lot of stealth, but can improvise and stun terrorists if you get the drop on them, no killing. Basically going through something serious in a silly manner.

Or, simple gameplay, subtle humor, going through something absurd in a very serious manner.

IMO, I think the second option has the most potential gameplay wise, but lets be honest we're talking about /v/ making a game here, it'll be nowhere near complex enough to have traps and shit like that. It'd have to be the third option, basically just surgeon simulator, but in a grocery strore and you have to go shopping stealthily.
