What are the essentials when attempting to model with less and less polygons?

If it is going to be animated will it "need" specific edgeloops at joints?

How much geometry can you "fake" with normal/bump mapping?

Please post reference images of what YOU consider low poly models.

Lastly, when you have to create models on a polygon budget, what is your thought and work progression like.
