I looked through every Baby JSK on HelloLace, looked for it on Lolibrary, and even looked at the AatP JSKs (and the Baby OP's) just in case.

I want to know if the size listed is the minimum size, and I don't want to ask the seller, then ask her to hold the dress until I get my first paycheck. And now that I can't find it, I'm unsure as to whether or not it's even real. The closest thing I can find is the Chelsea JSK, and it's very distinctly different.
