OP: Some movies to watch might be City of the Lost Children, Sherlock Holmes, and League of Extraordinary Gentlemen. The disney movie Tresure Island gets pretty close too, I love it! As far as anime goes - Steamboy of course, Metropolis, and I've always thought Howl's Moving Castle was very steampunky.
There are tons of books out there too. A lot of steampunk takes inspiration from stuff by Jules Verne and H.G. Wells, so worth reading some of that. There are a bunch of steampunk anthologies and things... my favorite is called "Extraordinary Engines". There's another book I love called "Clockwork Heart".
If you want to start dressing this way, I recommend getting some staples and slowly accessorizing. A lot of people comment on the brown, but that gets really boring and doesn't look too great after a while. (Although I am wearing nearly all brown today, heh.) Jewel tones are good too, and black.
My steampunky staples are a couple pairs of American Apparel placket leggings, some big stompy brown boots, various unusual blouses in a couple different colors, a fitted Ralph Lauren shooting jacket, a couple brown skirts I made, and a waistcoat. Also a really awesome sling backpack thing with a huge buckle I got from Camden Market. I accessorize with things like hip pouches, fingerless gloves, spats, and, yes, goggles. Try to keep the cog jewelry to the minimum, but it is there sometimes.
