It's probably just because Lulu has a big bust. In an effort to at least try and cosplay within their own body type, fatter women cosplay Lulu, Tsunade, Queen Serenity, etc.

I don't care if they do that though. Far be it from me to tell them what they can and can't cosplay. It's not like I've fit body types with every cosplay that I've done.
