You can't do that with surgery with any effectiveness. The few people who have tried those types of surgeries (and I'm talking really experimental shit back in like the 70s) ended up losing their voices permanently, losing the ability to pronounce certain sounds, losing volume in their voice, just having a completely fucked up voice that sounded like a dying animal, and a few just died from it due to massive throat infections.

If they could change your voice effectively with surgery, I'm sure a lot of people would have done it by now and it would become as common as liposuction because everyone would want perfect voices that can sing like Pavarotti.

In short, no, she isn't getting her raspy voice fixed. You'll have to endure it until either you or she dies or you cut yourself off from all forms of electronic media.
