Chop some onions. Grate some cheese. In a largish pot, brown ground beef and onions. Into the pot goes soup, milk, and green beans. Stir and cook until warmish/hot. Cover the bottom of a 9x13 baking pan with the tator tots, pour the hamburger/soup mixture over them, and cover liberally with the grated cheese. Bake at 350°F for 45 minutes. Let stand for 5 minutes. Serve.

Never made them myself, but it seems like you need some sort of large extruder to form grated potato
into tubes. You could try rolling them in plastic wrap to compress, then slice into tot-long pieces.

i have been thinking about makeing the same thing. I think if you make fine dice potatoes and soakthem like your making hash browns. then for shaping add a little potato starch then shape them. after I think you aould need to freeze them.
