Even the name Hagi is of Greek, Old Norse, Slavic (Romanian), and/or Arabic etymology. Take your pick.
In the subbed version of the anime, when Lulu inquires about where he was born, Hagi says that, "He was born to traveling folk (Gypsies)."
In the dubbed version, he claims that, "I do not remember. It was long ago."
However, to say he is Romanian is somewhat too modern of a terminology. I would peg him as a Valach, possibly Valach Roma, especially since he was born around 1858, if you go by the official time line.
This equates to a nice mix, mostly, of Slavic and Turkic genotypes, i.e., Russian, Romanian, Moldovian, Ottoman Turk, and Valach Roma (originally from India, but considerably whitened by an infusion of Slavic genes over time).
