Hanna Barbera did have terrible animation, but they only had celluloid, paint, and xerox.
Today, on a consumer level, people can do theatrical quality animation, but it's being used as a crutch and people stupid enough to defend it, like the MLP fandom, blame budgets when this is a show involving PPG/Dexter's Lab alumni where there should be some semblance of effort in the animation.
