Being a minority in a city like Gotham doesn't lend well to your future. Waylon Jones found that out as a kid. When diagnosed with a rare but possibly curable skin condition (that cost a fortune to fix), he was pushed into the darkness. His family keeping him away from the public eye, and ridiculed and insulted by his peers, Jones had to either get tough or get lost in the pain.
Not having much of an education, as a teenager and away from his family, Waylon didn't have much to live off of. Taking advantage of the skin condition that took away his childhood, he jumped into the gang life. His new 'family' took to calling him Croc, taking notice of his vaguely scaled skin that was hard as an actual Crocodile's.
Then you could go into some stuff like, say, bad event after a gang raid, Croc killed a few cops and escaped into the sewers. Newscasters latching onto his skin condition and gang name, dubbing him the Killer Crocodile, warning those to stay away from the sewer entrances out of fear that his criminal could target hapless bystanders.
Go into some stuff like how Waylon had to eat rats to survive in the sewer, and what the rats were diseased with messed with his brain...
There is a lot of room to work with, and it's due to the fact that no one has ever really done anything with him
