elecbyte.comalmost all characters are on esnips. there's also mugen free-for-all, mugen infantry, scruffydragon, and cvgunited that have tons of characters
you'll really have more fun if you start with the basic game and google your very favorite characters. if you do a 2000 character torrent they'll be randomly arranged (even if they've been automatically arranged they'll be alphabetical so God Ryu, Phantom Ryu, Evil Ryu, Complete Change Ryu, etc will be scattered about.
there's a file called select.def that has a list you add names to.
this list points to the character's .def file ( a list of what files make up the char)
usually the .def file and the character's folder have the same name so you only have to add
Kung Fu Man
Ryu
Osama Bin Laden
or (this part's TRICKY)
God Ryu/Ryu.def
if the folder name isn't the same as the .def name
