It DID happen eventually after doing a "The Good, the Bad, and the Ugly", were the combination of being slightly bored with the genre and the market being overstocked with cheap spaguetthi westerns (in italy at least) made him want to do something more serious and different, aka "Once Upon a Time in America".
However, his american producers (universal? I don't remember) and backers did not allowed him to film it UNTIL he filmed a couple more spaguetthi westerns first. Which is the reason we have "Once Upon a Time in the West" and "For a Fistful of Dynamite": because Leone REALLY wanted to film "Once Upon a Time in America."
