Slightly longer answer: Futa easily appears to be a by product of TG transformations, except it misses a lot of the key points of the fetish. A girl who suddenly sprouts a cock still has her own body, an people will recognize her as who she is. Sure, there's the humiliation if they discover she has a penis, but for the most part her overall life doesn't change. A boy gaining a rack but nothing else is similar, just a little harder to hide (more so if it's the traditional DD or up). A simple surgery returns them both to effectively normal.
Now TG involves a full change of body, often including voice, height, balance, and potentially even identity. The people they normally interact with might not recognize them, and will accordingly treat them differently. Losing one's identity is a fear/thrill attached to this fetish (most people don't even realize it's there, but they feel it nonetheless when fantasizing). There's also the thrill of anonymity due to being a different "person", and often there will be a lack of inhibitions, which leads to a lot of the erotic stories involving TG.
Finally, TG fetish is also indicative of transgender dysphoria, in which a person believes themselves to be in the wrong gender's body (Female soul in a male body or vice versa). TG allows those of us (yes, I suffer from it myself, been going to therapy for years now, and know that the surgery won't truly work for me, just make life harder) with this problem a mental outlet, as we'll often put ourselves in the position of the TGed character when reading/looking at the material. Futa doesn't help us with that at all.
So, to sum things up: Please keep futa out of this thread. It isn't TG.
