An image or character is furry IF:
-there is FUR. NOT just furry ears on a human's head, or a tail strapped on her ass, or even furry gloves and boots. Just being a different color from skin doesn't make it fur. No, i mean intentionally rendered fur with tufts and texture.
-there is a SNOUT. True furry content has the animal's shape of mouth and snout, as opposed to a human's nose and lips.
-there may be MULTIPLE PAIRS OF BREASTS. I'm including genitalia that are rendered like the animal's rather than a human's and alternatively placed breasts in this. What i mean is, some furry artists draw their characters with three or four pairs of breasts, just like you'd see the nipples on a cat. Or maybe the breasts appear where an udder would be on that animal.
-there are QUADRUPED LEGS. This means the character's legs bend back like a quadruped's back legs do, instead of bending forward at the knee like a human's.
An image or character is probably NOT furry if:
-it has a human's nose and mouth.
-its limbs are human. Maybe it has long fingernails that look kinda like claws. Just take a look at its arms and legs.
-it is covered in skin on most of its body, especially the face, torso, and naughty bits.
-Its naughty bits resemble a human's, not an animal's.
