Your idea of "poor" is probably different than someone else's idea of "poor", so it's hard to say.

Absolutely. Don't ever let anyone tell you that you don't have enough money to look good. While for many things there's an increase in quality corresponding to price, it's a matter of diminishing returns. There's a much bigger difference between a $100 suit and a $500 suit than there is between a $500 suit and a $900 suit.

To give us a better idea of what to recommend you, how about you tell us how much you're willing/able to spend on clothes? "Poor" is a terribly vague word; it doesn't tell us much by itself.

I'd say that my budget for clothes would be about $100 - $150 a month.

Make sure you have the basics first (here's a list with some suggestions; feel free to adapt it to suit your tastes), and after that your budget should allow you to expand your wardrobe with pieces you like at a reasonable rate.

Military surplus for socks and tees - sturdy, cheap, comes in bulk. Also have cheap jackets if you're into that look

I'm not fashionable enough to care about how awesome raw denim looks, but it's a hell of a deal to be encouraged to wear one pair of jeans exclusively for a year. Think about it, jeans are usually an expensive clothing item, and you end up buying more than one pair- but if you buy a pair of cheap raws, you can go for a whole year on one pair.
