I realize this will totally sound stupid and I will look like an idiot but...

Is hair less prone to growing on parts of the body where there is a large amount of muscle mass?

The reason I ask is that whenever I see a picture of a fat guy they are always really hairy and whenever I see a picture of a muscular guy they are always quite lacking in body hair (specifically in the 6-pack area).
