I just ordered an HTC Incredible 2. With The an 8-megapixel camera with a dual-LED flash, 720p video capture, a Qualcomm 1 GHz Snapdragon processor, SRS WOWHD surround,
16GB SD card preinstalled. Am I going to be a happy customer?

i had the incredible 1. i broke it and they replaced it with a droid x, which i fucking hate. HTC's software adjustments are leagues better.

That said, at this point I would be aiming for something wither either 4g, regardless of your current cities wifi, or a dual core.

In my experience, making high-res pictures and later down-scaling them leaves you with less noise than using a camera which is low-red to begin with.

ie: 4 (noisy) pixels averaged out to make 1 pixel is better than simply having 1 pixel.

You can't expect much from a phone camera anyways, though.
