You need an Android or a smartphone with wifi. The idea is basically to enable wifi by rooting or a sim card work around. And have a Google Voice account redirect all traffic through the wifi.
A static line can be maintained by any pre-paid phone service an managed through Google Voice. T Mobile looks to be the best provider at the moment; 10 cents/minute prepaid and if a friend has a T Mobile account with a Data plan you can use that to activate the wifi on "any" android phone.
It does look like Google Voice is more or less the only service that makes this easy enough to be quickly feasible. But this may be all possible using Skype and some SMS app i have no knowledge of.
A prepaid plan is not required.
It is possible to configure other Androids to act as wifi hotspots thus allowing you to piggyback traffic off of a friends phone. Literally everyone I know has been keen on fucking the telcos over when I suggest stealing wifi off of them; so setting up the hotspot should be much harder then talking people into running one.
Power usage looks heavier with a wifi connection then a 3g. I have however found conflicting info on this from various forums. Same saying that the power usage is comparable wile others saying its lower or higher.
