CPU overheating

Sup, /g/, the CPU in my parents computer is overheating very quickly and getting to very high temperatures.

It was running slow and randomly freezing, so I ran MalwareBytes to see if there were any viruses, it was clean, then my dad reinstalled Windows because it's the only thing he knows to fix anything.

Anyway, after this I got Speccy and the CPU temps were hitting 100 degress Celsius, so I've taken it apart, cleaned out the fans, reapplied thermal paste, but the CPU is still getting really hot and there are still random freezes.

Could there be a problem with the chip? Or would it be worth buying a decent CPU fan? Just using the stock fan at the moment.
