The dish is not rotating, probably because the person doing this decided to use an "old busted microwave", because putting a phone in there is likely to destroy the oven. Also, most microwave ovens have a metal mesh on the front door - that appears to have been removed for this video clip, which is a bad idea for general usage (you'll cook yourself if you stand in front of it) but makes sense if you wanted to record the nuking.
People put lots of things in the microwave that don't belong there, and they quite often explode/inflate/catch fire. Look on youtube for videos of CDs, soap, and grapes being microwaved, they're pretty cool.
(Yes, grapes. Slice a grape most of the way through, leaving the two halves connected by only a flap of skin - then put the two halves flat-side down on a plate in the microwave, and set it on high for two seconds. The connecting flap of skin will explode in a little ball of flames, pushing the two grape-halves apart from eachother.)
