Avidemux to extract frames
Photoscape to make them into a gif
Create a folder to work with right on your desktop, go into folder and turn off "auto arrange icons"
Open the vid with Avidemux and find the part you want, click the "A" to mark the beginning of your selection and the "B" to mark the end, keep it short.
In the file menu select "save selection as jpeg" and dump it into your working folder.
Now you have a folder full of jpeg frames, you're gonna almost always want to delete every other frame unless you're trying to capture some very brief moment in the vid in slow-mo or something.
Have the folder in icon view and select and delete every other column so you will be deleting every other frame, this is why you don't want auto arrange on in this folder, it will screw you up.
Now you're ready to open up Photoscape and and it's gif creation section, "open image" and browse to your folder and ctrl+a to select all the images. Now you'll see your images playing as a preview gif, you can resize, zoom to a certain area, change the play speed, and edit it how ever you want.
I Used to use the GIMP GAP to make gifs but I think it's a little less user friendly than Photoscape and I don't like the way it degrades the quality of many gifs as part of it's compilation process.
