Well its a given that, when drawing with a tablet, you will probably use multiple layers and ths start with a sketch. The ability for a program to allow multiple layers that are quickly interchangable is unique and only akin to transfer paper and a light desk. So yes, unless you're a master of the craft you would want to start with a sketchy drawing. Then as the poster above said, it's much easier to go in later on a higher layer and re-work the line art to create clean and clear lines for a final draft. So your best bet is to draw something until you get it close to how you want. Then go in and draw detail and define shapes. As most people will tell you the novice will tend to do too much to fast, so go slow and don't worry about messing up. Unlike paper and pencil we have the undo button, so nothing is set in stone, and erased marks wont show up.
