The game isn't terrible or I'd have stopped playing it but "Oblivion with guns" isn't an unfair statement. It suffers from many of the same issues. Stale, lifeless writing, a focus on "omgwtfbbq" moments to impress 12 year olds, boring combat, and an overall feel of RPG-lite. It's actually better than Oblivion in most of these areas, sometimes VATS is amusing, there's a character or two hiding somewhere in there, etc... but still Oblivion. Bethesda can't help themselves. Those are the kind of games they make.
