People are stupid. People think the government is this big intimidating thing which holds a lot of power, paves the roads, controls the police, and seeks to control and manipulate every part of the world.
THE GOVERNMENT DOES NOT FUCKING WORK THAT WAY
It's just a collection of people and systems. In this particular case, somebody is trying to get a bill or something of the sort passed. This begs the question:
Why?
The government wasn't sitting on its ass one day when it went "INSTIGATE PLAN 4X7B: REMOVE BASIC RIGHTS FROM INTERNET USERS" and decided to suddenly filter the internet.
What happened is some guy thought it'd be a good idea to filter these things. Perhaps it's a group of people who want to see certain things covered up for the sake of protecting children or stopping terrorism or whatever. Perhaps this person (or group of people) wishes to be elected into some greater position of power, and thus they're using this to gain the support of voters. Whatever the reason, it's about self interest. It may be misguided concern for public safety. It may be a simple publicity stunt. It may be somebody who's batshit insane and who wants to see the internet shut off or some crap.
