I think it's all in that second panel: placing the viewer behind her, positioning her in such a way that she could be observing him, and the fact that she takes up more space. Also on the fourth panel, when I see it's another person, I instantly start looking back up the page to find her, and the page becomes about her. If that's really the impression you want to give, perhaps try tweaking that second panel, pulling the man forward (but not too much) and putting her in the far background. IMO though, your intention, of wanting the viewer to wonder who she is, is still successful with this layout, and even with the suggestion of toning down the man's face. It's obvious you are very intentionally not revealing her yet. I also think it makes her more intriguing, as in, the part where the panels feel like her observations; it's like we're already getting to know her, just from the things she's viewing, and how she's seeing them.
