Folds are like everything else. Theres a structure to them.
1. What material is it made of? Thick garments tend to have bigger folds.
2. Tension. This is the main thing you must understand. Eg on your pic it looks like her coat is a few sizes too big for her and shes wearing a belt. So there would be a lot of folds in that area because the belt is being tightened around her coat, same with the arm band.
Atm it just looks shit because it looks like that theres 1000 different forces causing tension on her coat.
Also folds are not simply streaks of lighter and darker colour, simply painting it like this makes it look like shes shrink wrapped. Folds make a lot of complex shapes and you really do have to think about it in 3d so to speak. The only real way to understand this is too actually do studies of cloth and clothed people.
