I'm always having trouble thinking of a drawing, then thinking how big I want my canvas.

Try sketching several thumbnails of your idea. Choose the one you like best and figure out its proportions, where things will go, and what will be in the background.

But really in general I take A4 and if I plan to make it print resolution I go for A3, or any scale in between, depending on the detail of the drawing.

Physically or digitally? Or digitally with the intention of existing physically? If it is physically, you need to consider where and how it will be displayed, the optimal viewing distance, and the area of finest detail, concept, etc. But as a general rule avoid 8.5x11 or a4 unless you want copier page, or notebook page to read as part of your piece.
