Anyway, I feel like when you colored this you weren't really looking at the values and colors in the picture. Eyedropper is your friend. The tons just don't get dark enough. This feels more like a quick sketch/prep picture than a finished work. Also, why no composition? I mean, I figure with no background is kinda lame, most people don't get away with doing that unless they're doing something to make up for it. I really feel as if you're shading with the burn tool. I hope you know you shouldn't be doing that. Make sure to capture the colors and near-blacks in the outfit. If you don't, the girl will look really flat and boring. Don't be afraid to outline at the darkest areas of the figure.
I wish the photo you're using was not so...saturated in the face. The face you've done makes her look old an menacing. You've really got it dark on the chin, yet not on the dark side of her face, which is just gonna look weird. Don't just copy a picture you see, take time to understand the light source.
Uhm, I hate to say so many things going wrong, but I would want the same if it were my picture. I feel like though you get the lines and some shading on the clothes, you don't really get the texture and feel of them at all. The coat has a good texture, and if you're making the clothes the focus of the piece, then you should try and make it less flat and dull cotton and more 3 dimensional and heavy wool.
Also, the hands, what're ya doin' there, kiddo?! You can't just spray some pink and call it a day. Once again, you've got to increase the values. I think you should find a picture not so saturated and shopped to work with, because it's seriously going to fuck up your picture.
Also, what others have said in this thread is true. Sorry if this sounds harsh, you really do have a good start.
