I wrote him one saying that I wanted to buy one of his jew passes but the service wasn't working and he responded right away. You could start by doing that, wait for him to respond, and then complain.

Nope, world4ch is pretty much always accessible. It’s full of spam for a reason.
I’ve always been able to access the text boards when blocked, and IIRC last year a lot of North Africans appeared to be blocked, there were threads on here with their complaints. Don’t want to bother finding the thread(s?) now.
