She can't. She's designed to be the Grail, in a way she is the inactive Grail and the little girl you see is a human shell that covers it. Once she absorbs enough heroic spirits, an Einzbern Grail homunculus loses her human form.

She can't turn something else into a new Grail either, that'd almost be like making a perpetual motion machine in that it's fairly impossible no matter how powerful you are. Hence why the Grail is prized by magi, it's a ritual designed to shit all over natural order and it needs assistance from seven heroic spirits just to get going.

If grail needs power of sevem, Illya has power of infinity servants, so why can't she transform Berserko

Grail needs some vessel to descend to, Ilya is that vessel and she can't construct a new one.

And Ilya doesn't have infinite power before she becomes the Grail. She is more powerful than the average magus because she's designed to be so, but she isn't all-powerful.

Think of her as a machine that eats Servant souls and shits miracles.

She can't, the Grail only descends into the Einzbern homunculus designed to be the vessel.

The only way you can get a Grail without sacrificing Ilya is either shooting for a non-Fuyuki Grail or constructing a new homunculus to be the Grail vessel.
