If we could pool 70k we've got ourselves a chopper. 130mph cruise speed, tops out at 150mph. holds pilot + copilot and two gunners. Can be fitted with pontoons (sold separately) I don't think two men is enough for a successful boarding, so the chopper would have to be relegated to gunship / fire support operations. That being said, we could easily weld in a swivel mount for a PKM on the side, and carry a couple thousand rounds.

A boat less than 200m shouldn't be too easy to hit with a handheld unguided rocket from a speedboat before getting taken out by either a guided rocket like a TOW or a good sized gun. With a small UAV spotting I don't think they could get the drop on you.
If they're too close to the client ship to use heavy weapons you could probably still take them out or scare them off with a Browning .50 or some such.
