Try to pick the locks, pick up a cheap lock set. tumbler locks aren't very difficult to figure out. If you can't, pick up a sawzall and attempt to cut it open. If its more substantial than layered sheet metal this will likely fail. If all else fails pick up an oxy-acetaline torch with a cutting tip. Guaranteed to work unless the safe is mae out of aluminum (it isnt) or stainless (VERY unlikely) The ATF is a federal agency that has no firearms registration other than assault weapons, SBR's or AOW's. You will have to check with local laws (for example CA) as they may ahve some sort of weapon registration provisions. I would just keep my mouth shut either way.

Where do you think it IS legal to open carry given the provisions of this legislation.
Every piece of land that isn't an incorporated city/county or a public road is owned by someone or something. The biggest holders of tihs land are the BLM, national parks, and state parks. All of which have their own regulations or bans regarding carrying of firearms. The rest, private land, requires you have expressed permission from the owner or for you to own the land yourself.
You're not going to be UOC anywhere unless its in a designated BLM firearm area or if you or someone you know has a good amount of private land that you can derp around on with an unloaded firearm.

Either of those would work, but if you're too much of a child to do either of those, then I advise you to jam screwdriver in the corner of the door and pry it open a little bit. Once you have it pried a bit, slide the claw end of the hammer in and pry the whole corner of the door out.
If you're too much of a child to do that, then I advise you to place the screwdriver tip against your forehead, and hit the end with a hammer to drive it into your brain. This is the final solution because if you cannot open this thing with the methods above, you are too stupid and weak to live.
Seriously, neanderthals could have opened this thing by now with rocks and sticks.
