CZ-82 pistols for $200 or so is hard to beat. 9mm Makarov can be hard to find but just order it online.

Used S&W revolvers for $200 or so, Bulgarian Makarovs are a little higher but still good, Ruger revolvers, etc.

Pretty much the good brands to look for cheaply:
S&W
CZ
Ruger
Glock

You think Ruger isn't cost effective? Their handguns are as cheap or cheaper than CZ. Their products are usually 1/2 - 2/3 the price of the American and European competition.
