Makes sense, if you think about it. Spells seem to travel relatively slowly, like paintball velocities, and can be dodged or blocked with counter-spells. I have no doubt that an accomplished wizard could come up with a shield spell that would block a bullet, but something like that only works if they know it is coming. So, you camp out where you know they are going to be showing up, and you cap him in the head from a decent distance with a rifle. Bullet exceeds the speed of sound, meaning there is nothing to alert the target that he needs to be shielding himself.
