Hey /k/ I just bought a hi-point 4095 today(it fits the budget for a college student). It's the first gun I own that's not a shotgun. I haven't fired it yet, but while running through the gun I found some things that made me wonder

Some questions I need cleared up.
With the chamber open I cannot insert a magazine and close the chamber it has to be empty for me to close it. Why is this?

Secondly is their anyway to make the charging more fluid? It seems stiff and doesn't slide smoothly.
