We did have a fairly major terrorism problem a few years ago, so a lot of gun laws are holdovers from that.

And it was only a few decades ago that murders or home invasions were two or three times a year in the whole nation. When crime rises so quickly, the legislative, judicial and policing systems take a while to catch up. It just so happens that usually they make the mistake of trying to prosecute whoever they can get their hands on, rather than trying to solve the problem at it's core, or try to find the real responsible party. Criminals know the law a lot better over here than civilians, because civilians still sort of think the law will automatically believe them or leave them alone.
