I am 16 and I live in Nebraska.
Would it be legal for me open carry my rifle for a couple of blocks? I just need to take it to a friends house so he can do some work on it.

technically, no, but it'll be frowned upon and you might have the police called on you. just wrap it, barrel-down, in a pair of old jeans, have a trigger or cable lock on it, and carry it there, pointing to the ground the whole time. if you get stopped by a cop, just tell him you're carrying it to a friend's, and show him it's locked and unloaded and you shouldn't have much of a problem.
