As for bug out bags, what goes into them depends on where you are located, how long you need to use its contents, where you plan to go, and the situation it will be used in.
If the bug out bag is for evading the police sting operation, then you need to have enough stuff to let you get to the next safe spot. Camouflage clothing, lock pick, screwdriver (can also be used as a weapon), light gloves, change of clothing that looks different and doesn't stand out, extra money, bus schedule in case you have to use one, small bar of soap (to wash blood off in case), bottle of water, toilet paper roll, duct tape, camoflage tarp, mylar & aluminum foil heat-reflective sheet to keep warm at night, several dark plastic trash bags, swiss pocket knife with blade under 3 inches to avoid concealed weapon charge, prepaid visa card bought with cash to avoid tracing back to you, alternate identification, different looking glasses if you must wear glasses instead of contacts, compact high calorie food items that do not make noise when eaten, aspirin or tylenol, small tarp if you are hiding in woods in rainy area, comb, paper towels.
As for the most compact long-life foodstuffs, a small bottle of olive oil can be drunk a little at a time for days of energy (fats are the most compact energy obviously) and is the only oil that tastes good by itself.
