A (white) person who is interested in Japan, and possibly learning its language, for any reasons other than the following:
1. Job/Monetary benefit
2. Networking/making friends.
3. Getting laid.

Being enthusiastic about learning the language doesn't necessarily equate to being a weeaboo (though they often goes hand in hand).

An exapmple of Weeaboo.

Anyway, as many people said here, a weeaboo is someone who is obsessed with Japan and tries to be a Japanese, also believing that Japan is superior in every aspect compared with every other country.
The word weeaboo was the filtred version of Wapanese here in 4chan back in 2005, being Wapanese a short version of "Wannabe Japanese"... So yeah, that's it.
