the fading of the elves is the departure of magic from the world. there's really two senses you can read that in imo. in one sense, it's about tolkien's view of history - he talked, at some point, about history 'growing more mythical' as you go back, and the departure of the elves may stand for the point when history goes from the mythical or magical to the heroic, even to the prosaic. in another sense, you can read that as part of a critique of modernity - the departure of the elves and the disappearance of hobbits is the disappearance of old england, and with it everything magical and beautiful.
