Eventually Mars ends up in a planet where everyone is an esper like he is. These espers have divided themselves into Plus espers and Minus espers, Plus espers have a connection to the planet they all live on, while Minus espers are connected to a second planet that's lifeless and barron. There is a lot of inter-esper conflict between the two groups, with the Plus espers being militarily dominant.
Mars intervenes and starts telling everyone to get along. The leader of the Plus espers stirs up shit because he needs the conflict to stay in power and a lot of shit happens.
At the end, the conflict manages to end all life on the planet, Mars manages to bus the population to the neighboring planet. Even though it's a lifeless rock, the Plus and Minus espers come together to cultivate it into a green world somehow. It's hinted that this has happened several times in the past, with the population switching between the two planets each time.
There's more to it than that, and I don't really remember how the wooden pirate spaceship fits into it.
On reflection, it wasn't horrible, but it's a real awkward shift from the Emperor Zule story that preceded it. It wasn't too memorable, and the fights aren't as exciting as the first arc.
