Anyway. To my recollection, they began using the term Irregular/Maverick for Reploids that went against their human masters. These are why the Maverick Hunters were formed, and why Sigma was created; this also predated the viral Mavericks.
After Sigma's encounter with Berserk Zero, a virus that caused hostile and erratic behavior to forcibly overtake a reploid's self-control started to spread. Thus, we have viral Mavericks.
Then there were the likes of Repliforce, who were a separatist movement that didn't exactly want to go killing humans, but were willing to do so for the sake of independence.
By the Zero games' timeline, "Maverick" is a term used to label anything - human or reploid - that defies the tyrannical will of Copy X.
