According to this Saban tried starting Power Rangers with Bioman.

They were pretty far into production huh? Weird that Saban would suddenly stop Bioman. There were rumors that he going to start with Jetman too.

The way I hear it, he pitched it every other year using different Sentai, but no network was interested in it until by 1993, when the combination of splicing in Saved By The Bell footage and the dinosaur theme (Jurassic Park just came out and dinosaurs were huge with kids), that a network was willing to bite. And even then, only because one of the Fox Kids founders had worked on a similar attempt by Marvel Studios to air dubbed Sentai in the early 80s.

Trying to sell it.
He had a hell of a hard time convincing companies to finance and give it a chance.
I have a book on writing for animation by Jeffery Scott and he briefly talks about how he work for a company I can't remember which one and Saban show them a video of "adults in bright spandex doing flips" and they turned him down and pretty much scoffed at the idea.
Power Rangers was hard to sell but once he did get it going and it became huge all of those people who turned him away felt like they missed the boat.

It's a real shame that Bioman was never adapted by Saban. It would have been great to have seen Power Rangers come out in the late-80's. The same goes for Jetman.
