An hero that uses a power from evil origins, or which shares origin with an evil power, to fight against evil and protect the world.

The evil secondary Riders of course don't fit there, but that seems to be what they're trying to push forward as a concept now.

Showa Riders: Altered by an evil organization, escapes and fights that organization.

Heisei Riders: Uses the powers of the enemy to fight that enemy.

The only Heisei show that doesn't follow that rule is Hibiki and it wasn't supposed to be a Kamen Rider show anyway.
