Question, /n/. If delegates don't show up to the GOP convention, are their seats unbounded and available for people who want to take their seat, and claim them for the candidate they want?

Apparently, the Rontards are saying they can claim Romney's delegates this way, and I believe they are trying to get other candidate's delegates this way too? Not sure about the last part, but yeah. If they do get more of their kind to become delegates, I assume they will have a good say into Paul if there is a brokered convention, no?
