The dam's controlled by the Army Corps of Engineers, and they're more willing to flood the airport when it rains hard than to move their equipment (mostly bulldozers and backhoes) in the aequeduct downstream. Last time it flooded was 5 years ago, then in 1980 before that.
Still, it's better to have the airport there and have it flood once every few years than not have anything there at all (since you can't build houses or anything in the flood basin).
